Packs.
With the dream re-established, laws for packs must be put down.

Packs must apply for a den if they haven't been invited.
Pack members are not exempted from dream rules. If a pack's members do not comply with our guidelines and rules, and enough complaints are raised, the pack will be kicked out of the dream.
Packs do not gain a large area of territory. They may use the entire dream for procuring prey, but they can't shove others out of the area. Their main sphere of influence is the area directly near the entrance to their den. Since one of the main aspects of the dream is that it's a haven for all, it wouldn't do to have a big pack pushing out all the others.
Packs can't violate the continuity. Even if they're a seperate entity, they still will live and roam in an area that is controlled by a higher power- a deity, Mengsel or Springmoon. Springmoon controls the north, Mengsel controls the south. They don't have to pledge allegiance, they might want to. The Lake marks the divide between north and south.
Applying:
If invited, when the pack consists of several main individuals, the pack must post a formal application for a den, listing breifly members and rankings. If the pack has a mission, that should be included also.
Roleplaying:
Pack leaders should introduce themselves to the leader of the territory, and the den they have claimed. For further security, they might pledge themselves to aid the Avatar, but that's not required- though, if an IC problem arises, they may be forced to move. If the den is claimed by an individual before the pack, then the pack should either find another den, or try to reclaim the den ICly.
